A Domicile Certificate (Niwas Praman Patra) is the Uttar Pradesh government's proof that you are a permanent resident of the state. It is what residents of Mathura are asked for when they apply for state-quota college seats, UP government recruitment and several welfare schemes. In Mathura the application is filed on the Uttar Pradesh e-District portal and the Mathura Tehsil verifies it. The Lekhpal checks the details against Mathura revenue records before the Tehsildar signs. CertiSetu files it for you, so there is no visit to the Mathura Tehsil or SDM office at any stage.
In Mathura the same document is asked for as a niwas praman patra, a mool niwas praman patra or a residence certificate. The name changes; the certificate and the Mathura Tehsil that issues it do not.

The name, the father's name and the address have to read identically on every document you upload. A mismatch between the Aadhaar spelling and the ration card sends more applications back from the Mathura Tehsil than any other single reason.
Whatever address the form carries is the one the Lekhpal verifies in Mathura. If your documents show two, file with the one your residence proof carries and leave the other out.
A photo with a corner cut off or a shadow across the seal is rejected at the document stage, before the file reaches the department at all. JPG, PNG or PDF, up to 2 MB each.
The Lekhpal calls the number on the form before the field visit in Mathura. An unreachable number is the commonest reason a complete, correct file simply sits still.
The form has to be signed and stamped by the ward councillor for your address in Mathura. It is one of the few steps that still happens on paper, and it is easier to collect before the file is open than after.
The department counts working days. A file submitted on a Friday evening effectively starts on Monday, which is two days of the estimate spent before anyone has opened it.

The most common rejection
Your name must be spelt identically across every document. A mismatch between the Aadhaar spelling and the ration card is the single most frequent reason an application comes back from the Mathura Tehsil.
The document checklist for the Income Certificate was the clearest I have found. I knew what to collect before leaving home.
Reading the eligibility rules in Hindi made a real difference. I understood the EWS criteria on the first try.
