Four lines decide whether your certificates are accepted: the eligibility clause, the cut-off date for certificates, the category definition and the domicile requirement. Where the checklist and the eligibility clause disagree, the clause governs.

1. The eligibility clause, not the checklist

The checklist tells you which papers to bring. The eligibility clause tells you what is actually being required, and it is the one that governs. Where they disagree, and they sometimes do, candidates who followed the checklist are the ones sent away.

2. The cut-off date for certificates

Most notifications specify a date by which a certificate must have been issued: the closing date for applications, or the date of the notification itself. A valid certificate issued outside that window is refused. This single line is the most commonly missed requirement in the whole document.

3. The category definition

Notifications state which category certificates they recognise and in what form: a caste certificate on a particular format, a non-creamy-layer certificate current as at a stated date, an EWS certificate for a specified financial year. Read the format requirement, not only the certificate name.

4. The domicile requirement

Whether the post or the seat is reserved for permanent residents of the state, and whether age or fee relaxations depend on it. If it does, a domicile certificate is not optional documentation. It is the eligibility.

Read these four before you apply, not before verification. Every one of them can be satisfied in the weeks after a notification and almost none of them can be satisfied in the days before a verification date.
