A Domicile (Nivas) Certificate proves you are a permanent resident of Uttar Pradesh. You need it for state-quota college seats, state government recruitment and several welfare schemes. Most applicants receive it within 7-10 working days of a complete filing.
You can apply for a UP Domicile Certificate if you have lived in Uttar Pradesh continuously for at least three years, or if you were born in the state and your parents are permanent residents. Women who move to the state after marriage can apply on the basis of their spouse's residency.
You cannot hold a domicile certificate for two states at the same time. If you previously held one elsewhere, you must surrender it before applying here.
The Tehsil checks the identity, the address and the duration of residence separately, so bring one document for each: not three that prove the same thing.

The most common rejection. Your name must be spelt identically across every document. A mismatch between the Aadhaar spelling and the ration card is the single most frequent reason a domicile application comes back.
Domicile certificates are issued through the Uttar Pradesh e-District portal. The filing itself is free of a service charge; only the statutory certificate fee applies.
The statutory fee for a Domicile Certificate in Uttar Pradesh is nominal, a small application charge paid on the portal. Processing normally takes 7 to 10 working days from a complete filing, longer if field verification is delayed. Once issued, a UP Domicile Certificate does not expire, but individual institutions often ask for one issued within the last six months, so check what the recruiter or college requires before you rely on an older copy.
Two things account for most delays. The first is an incomplete residence trail, a three-year requirement proved with a single recent bill. The second is field verification: the Lekhpal visits the address on the form, so if you have moved recently, apply using the address where you can actually be found.
If your application has been pending well past the stated timeline, you can raise it with the Tehsil office quoting your application number, or ask us and we will tell you which office and which officer handles that stage.
It becomes a delay. The Lekhpal calls at the address printed on the form, and field verification is one of the two things that account for most delays on this certificate. If you have moved, apply on your current address and make sure someone can be found there.
