In short

An EWS certificate certifies that a general-category household falls below both the income limit and the asset limits set for the Economically Weaker Section quota. It is issued for one financial year, and it is not available to anyone covered by SC, ST or OBC reservation.

Two tests, not one

This is what makes EWS different from an income certificate. Your household has to pass an income test and a set of asset tests, and failing any one of them ends the claim: a modest income with a large agricultural holding does not qualify.

  • Gross annual family income below the notified EWS ceiling, counted for the financial year before the application.
  • Agricultural land holding below the notified limit.
  • Residential flat area below the notified limit.
  • Residential plot area below the notified limits, counted separately for notified municipalities and other areas.

Family here means the applicant, their parents, unmarried siblings, spouse and children under 18. Income from every one of them counts, and so does land held in any of their names.

Who cannot apply

If you hold a caste certificate for a notified SC, ST or OBC community, you are outside the EWS category by definition. The two are alternatives, not additions, and this is why EWS is applied for on its own rather than alongside the other three certificates.

The declaration is the whole application. An EWS certificate rests on what you declare about income, land and property. The Tehsil verifies those declarations against revenue records, so a holding left off the form is the fastest route to a rejection, and rejections on the merits are not refundable.

How to apply

  1. 1Select the EWS service on the e-District portal: With your district and Tehsil, for the current financial year.
  2. 2Declare income for the previous financial year: EWS is assessed on the year that has closed, not the year in progress.
  3. 3Declare every asset held by the family (Agricultural land, residential flat and residential plot, for each member) including nil entries.
  4. 4Upload the affidavit and proofs: Then pay the statutory fee and keep the application number.
  5. 5Verification and issuance: The Lekhpal checks the declarations against revenue records, the Tehsildar approves, and the certificate is issued for that financial year.

Validity: expect to reapply

An EWS certificate is issued for a single financial year and is refused once that year has closed. Admissions and recruitment cycles that open in a new financial year need a fresh certificate, so it is worth applying early rather than at the point a form is due. EWS verification is also the slowest of the four: plan on 15 to 20 working days.

Questions about applying

Which financial year does the form ask about?

Two years appear on the same form. You select the current financial year for the certificate, and you declare income for the year that closed before it. The certificate is issued for the year you selected, and it lapses when that year does.

Can EWS go in the same application as a domicile or income certificate?

No. The department takes an existing income certificate as an input to the EWS file, so EWS is ordered on its own. Domicile, income and caste can share one application and one set of uploads.

What happens if I leave a holding off the form?

The Lekhpal checks every declaration against revenue records, so an omission shows up at verification. Enter nil where the family holds nothing, separately for each asset type and each member. If the department refuses the application on the merits, our service fee is not refundable.
