In short

An Income (Aay) Certificate states your family's total annual income as certified by the Tehsil. It is the document behind almost every scholarship, fee concession and income-linked welfare scheme in the state, and it is issued against a financial year.

Whose income counts

The certificate is issued for a family, not a person. That means the income of every earning member of the household is added together: not just the applicant's. For a student, this is normally the parents' income; for a married applicant, the spouse's income is included.

  • Salary or wages of every earning member, before deductions.
  • Income from business, trade or a profession.
  • Agricultural income, assessed from land holding where accounts do not exist.
  • Rent, interest and pension received by any member.

Income from a member who has genuinely separated from the household is excluded, but you should expect to be asked to evidence that separation rather than simply assert it.

Documents you need

Salaried households have the easiest filing; everyone else is proving the same thing through declarations and land records.

How to apply

  1. 1Log in to the e-District portal: Use the citizen login, or apply through a Jan Seva Kendra if you would rather not file yourself.
  2. 2Choose the Income Certificate service: Select your district and Tehsil, then the financial year the certificate should cover.
  3. 3Declare the household income: Enter the annual figure for the family. This is the number that will be printed, so check it against your own documents before submitting.
  4. 4Upload proof and pay: Attach the income proof and identity documents, pay the statutory fee, and keep the application number.
  5. 5Verification by the Lekhpal: A field report confirms the declared income, after which the Tehsildar signs and the certificate becomes downloadable.

Declare the real figure. An income certificate is a statement you are legally responsible for. A figure declared low to clear a scheme threshold, and then contradicted by a payslip or a return, gets the application rejected, and a rejection on those grounds is not refundable.

Validity: the part that catches people

A UP Income Certificate is tied to a financial year. In practice most institutions treat it as valid for six months from issue, and almost all of them refuse one issued for a closed financial year. If you are applying for a scholarship that opens in July, a certificate from the previous year will not be accepted. You need a fresh one.

Timeline

Expect roughly 7 to 10 working days from a complete filing. The field verification step is what varies: households with formal salary proof clear quickly, while a self-declared income usually attracts a closer look.

Questions about applying

Which financial year should the certificate cover?

You choose the year on the form, so pick the one your scheme asks for. A certificate issued against a year that has closed is refused by almost every institution.

What if the figure I declare does not match my payslip?

The field report tests the declared figure against the proof attached, and a contradiction gets the application rejected. If the department refuses it on that basis, our service fee is not refundable.

Can someone else file the application for me?

Yes. A Jan Seva Kendra files on the e-District portal on your behalf, and the application stays yours, filed against your details. Keep the acknowledgement number they give you.
