
Why the two names describe the same document in UP, and when a form means something else entirely.
Forms ask for a domicile certificate, and a Nivas Praman Patra. In Uttar Pradesh these are the same document: with one exception worth knowing.
In Uttar Pradesh they are the same document. One e-District service issues it, and that certificate satisfies forms asking for a domicile certificate, a residence certificate or a Nivas Praman Patra. A temporary address proof is the one thing it is not.
In Uttar Pradesh the certificate issued under the Nivas (residence) service is what forms mean when they ask for a domicile certificate, a residence certificate or a permanent residence certificate. There is one service on the e-District portal, and the certificate it issues satisfies all three wordings. You do not need to apply twice.
Some forms (a local school admission, a utility connection) ask only for proof of your current address, not for permanent residence. That is satisfied by a ration card or a utility bill, and applying for a domicile certificate for it is unnecessary. Read whether the form wants proof of where you live now or proof that you are a permanent resident of the state.
Which one you are being asked for. If the requirement appears alongside a state quota, a state recruitment rule or a state scheme, it means the domicile certificate. If it appears in a list with a phone bill, it means address proof.
A certificate issued by another state proves residence there, not in UP, and it does not transfer. If your family has moved to Uttar Pradesh, the three-year residence route applies and you apply here from scratch.
