In short

EWS has four tests, not one: gross annual family income, plus separate limits on agricultural land, residential flat area and residential plot area. Failing any single one ends the claim, so a family well under the income ceiling can still be refused on a holding.

All four have to pass

This is what makes EWS unlike an income certificate. The household is measured on gross annual income and on three asset tests, and failing any single one ends the claim. A family well under the income ceiling but holding land above the limit does not qualify.

Verify the current thresholds. The figures for each test are set by notification and are revised from time to time. Read the current thresholds on the notification or the e-District service page before you rely on a number you saw elsewhere, including an older article.

How the aggregation catches families out

Holdings are added across the family, not read per person. Land in a father's name and land in an unmarried sibling's name are counted together. A family that owns a modest plot in a village and a small flat in a town can pass each test individually and still fail on the combined holding, so list everything and check the total.

Which year the income is taken from

The financial year immediately before the application, not the year in progress. A household whose income has just fallen still declares the closed year, which is why an EWS claim can be refused on a figure that no longer reflects the family's position, and why the certificate has to be applied for again the following year.
