They are not two options to compare. They are two doors, and which one is open to you is decided by whether your community is notified. What that means in practice.
You do not choose between them. If your community is on the UP OBC list, the OBC route with a non-creamy-layer certificate is yours and EWS is closed. If it is on no list, EWS is the route. Applying for both wastes a fee.
EWS exists for households not covered by SC, ST or OBC reservation. If your community appears on the UP OBC list, the OBC route with a non-creamy-layer certificate is your route and EWS is closed to you. If it appears on no list, EWS is the route. If you qualify for neither. You compete in the open category, and the certificates still matter for other things: a domicile certificate for state quota, an income certificate for a fee concession. Not qualifying for a reservation does not mean there is nothing to apply for.
A form that lists EWS and OBC-NCL side by side is offering alternatives, not asking for both. Tick the one your community places you in. Ticking both, or attaching a caste certificate with an EWS claim, is treated as a contradictory declaration.
