Why a caste certificate alone is not enough for OBC reservation, and what the creamy-layer test looks at.

A caste certificate says which community you belong to. A non-creamy-layer certificate says you are still eligible for the reservation attached to it, and unlike the first, it expires.

Two documents, two questions

The caste certificate is permanent and answers “which community”. The non-creamy-layer certificate answers “does this family still qualify for reservation”, and because family circumstances change, it is issued for a limited period and has to be renewed. An OBC candidate presenting only the caste certificate is treated as not having evidenced the claim.

What the creamy-layer test looks at

  • Family income over a defined recent period, measured against the notified ceiling.
  • The parents' employment: certain constitutional posts and senior government service place a family outside the non-creamy layer regardless of income.
  • Agricultural holdings above the notified extent.
  • Income of the candidate themselves is generally not counted; it is the parents' position that is tested. The date that matters is the notification's. Recruitment and admission notifications specify a date by which the non-creamy-layer certificate must have been issued: often the closing date of the application, not the date of verification. A valid certificate issued too early is refused. Read that clause before you file.

How often to renew

Treat it as annual. The certificate covers a defined period tied to the financial year used for the income test, and an admission or recruitment cycle in a new year needs a fresh one. Renewing at the start of the financial year, rather than when a form is due, avoids losing a cycle to a Tehsil queue.

Applying for both together

Where you hold no caste certificate yet, apply for that first. The non-creamy-layer certificate is issued on the strength of it. Where you already hold one, only the non-creamy-layer application is needed, and it is the faster of the two.
