In short

A Domicile (Nivas) Certificate proves you are a permanent resident of Uttar Pradesh. You need it for state-quota college seats, state government recruitment and several welfare schemes. Most applicants receive it within 7-10 working days of a complete filing.

Who is eligible

You can apply for a UP Domicile Certificate if you have lived in Uttar Pradesh continuously for at least three years, or if you were born in the state and your parents are permanent residents. Women who move to the state after marriage can apply on the basis of their spouse's residency.

  • Continuous residence in UP for three years or more, evidenced by address proof covering that period.
  • Born in UP to parents who are permanent residents of the state.
  • Married to a permanent resident of UP, with the spouse's domicile as supporting proof.

You cannot hold a domicile certificate for two states at the same time. If you previously held one elsewhere, you must surrender it before applying here.

Documents you need

The Tehsil checks the identity, the address and the duration of residence separately, so bring one document for each: not three that prove the same thing.

The most common rejection. Your name must be spelt identically across every document. A mismatch between the Aadhaar spelling and the ration card is the single most frequent reason a domicile application comes back.

How to apply on the e-District portal

Domicile certificates are issued through the Uttar Pradesh e-District portal. The filing itself is free of a service charge; only the statutory certificate fee applies.

  1. 1Register as a citizen: Create an account on the e-District portal with your mobile number and verify the OTP.
  2. 2Select the Domicile service: Under "Certificate Services", choose Domicile / Nivas Certificate and pick your district and Tehsil.
  3. 3Fill the form and upload documents: Enter your details exactly as they appear on your Aadhaar, then upload each document as a clear scan under 2 MB.
  4. 4Pay the fee and note the application number: Pay the statutory fee online and save the acknowledgement, that number is how you track the application.
  5. 5Tehsil verification and issuance: The Lekhpal verifies your residence, the Tehsildar approves, and the signed certificate becomes downloadable.

Fees, timeline and validity

The statutory fee for a Domicile Certificate in Uttar Pradesh is nominal, a small application charge paid on the portal. Processing normally takes 7 to 10 working days from a complete filing, longer if field verification is delayed. Once issued, a UP Domicile Certificate does not expire, but individual institutions often ask for one issued within the last six months, so check what the recruiter or college requires before you rely on an older copy.

Where people get stuck

Two things account for most delays. The first is an incomplete residence trail, a three-year requirement proved with a single recent bill. The second is field verification: the Lekhpal visits the address on the form, so if you have moved recently, apply using the address where you can actually be found.

Questions about applying

What happens if the Lekhpal visits and nobody is home?

It becomes a delay. The Lekhpal calls at the address printed on the form, and field verification is one of the two things that account for most delays on this certificate. If you have moved, apply on your current address and make sure someone can be found there.

Who do I ask if the application is past the stated time?

The Tehsil office, quoting your application number, which is how the file is retrieved. If we filed it for you, our own stage takes 1 to 2 working days and everything after that sits with the department, so we can tell you which office and which officer is holding it.

What if I already hold a domicile certificate from another state?

Surrender the earlier one first. The two claims cannot both stand, so this application goes in after the surrender is done.
