What it is

Economically Weaker Section proof for general-category applicants. It is assessed on both income and assets together, so a family below the income ceiling can still fall outside EWS on land or property holdings, and it has to be renewed every financial year.

Across Uttar Pradesh the same document is asked for as an EWS praman patra or an Economically Weaker Section certificate. The name changes; the certificate and the Tehsil that issues it do not.

Who can apply

  • General category: not covered by SC, ST or OBC reservation
  • Family income below the prescribed ceiling
  • Family land and property holdings within the prescribed limits

What the Tehsil checks

The Lekhpal checks every declaration against revenue records, member by member, including the nil entries. Income is read for the financial year that has closed, not the one still running.

How it works

  1. 1Confirm eligibility

We check your situation against the current departmental rules before you spend time on the form.

  2. 2Upload your documents

Once, from your phone or computer, or pulled straight from DigiLocker.

  3. 3We verify and file

Every field and document is checked, then a field agent files the application with the department.

  4. 4Track to delivery

Live status on every stage, and a verified digital copy by email once the department approves it.

Apply for EWS Certificate by district

The fee, the documents and the departmental rules are the same everywhere in Uttar Pradesh. Your district only decides which Tehsil verifies the application.

Apply for EWS Certificate by division

Uttar Pradesh’s 75 districts sit under 18 divisions. Each one lists the districts inside it.

How long an EWS Certificate takes in Uttar Pradesh

  1. 0–7 days Filed and under review

We file it on the UP e-District portal, with every field checked first so nothing comes back.

  2. 8–15 days Tehsildar verification

A Lekhpal checks your address on the ground, then the Uttar Pradesh Tehsildar signs it.

  3. 15–20 days Certificate issued

The digital copy reaches your account, and the printed one is posted to Uttar Pradesh.

  4. Beyond 20 days Escalated for you

If it stalls, we chase the Tehsil ourselves and tell you exactly what it is waiting on.

Working days, counted from a complete filing. The processing time is the department’s own and is not a delivery commitment.

The most common rejection

Declare every holding, including the ones that look too small to matter. The Tehsil checks what you wrote against revenue records, so land left off the form is the quickest route to a refusal, and a refusal on the merits is not refundable.

Tips for faster approval in Uttar Pradesh

Six things that decide whether a file moves or comes back.

  1. Match every spelling to Aadhaar

The name, the father's name and the address have to read identically on every document you upload. A mismatch between the Aadhaar spelling and the ration card sends more applications back from the Uttar Pradesh Tehsil than any other single reason.

  2. File one address, not two

Whatever address the form carries is the one the Lekhpal verifies in Uttar Pradesh. If your documents show two, file with the one your residence proof carries and leave the other out.

  3. Scan the whole page, in daylight

A photo with a corner cut off or a shadow across the seal is rejected at the document stage, before the file reaches the department at all. JPG, PNG or PDF, up to 2 MB each.

  4. Answer the verification call

The Lekhpal calls the number on the form before the field visit in Uttar Pradesh. An unreachable number is the commonest reason a complete, correct file simply sits still.

  5. Get the Parshad signature first

The form has to be signed and stamped by the ward councillor for your address in Uttar Pradesh. It is one of the few steps that still happens on paper, and it is easier to collect before the file is open than after.

  6. Submit on a working day

The department counts working days. A file submitted on a Friday evening effectively starts on Monday, which is two days of the estimate spent before anyone has opened it.

Common questions about the EWS Certificate

EWS (Economically Weaker Section) is a 10% reservation for people in the general category who don't fall under SC, ST or OBC and whose family income and assets are below set limits. The certificate is the only way to claim that reservation. If you have an SC, ST or OBC certificate you are not eligible for EWS.

Central government recruitment (UPSC, SSC, Railways, banks), UP state government recruitment (UP adopted the 10% EWS reservation in 2019), admissions in central universities, IITs, NITs, AIIMS and through JoSAA, NEET all-India and state-quota counselling, and other institutions that apply the reservation. It also gives a relaxed cut-off in these exams, though generally no age relaxation.

All four conditions must be met, based on the previous financial year: family income below ₹8 lakh from all sources; agricultural land under 5 acres; a residential flat under 1000 sq ft; and a residential plot under 100 sq yards in a notified municipality or under 200 sq yards elsewhere. Property held by the family anywhere in India is counted, and 'family' includes parents, siblings under 18, spouse and children under 18.

Only if the farmland is under 5 acres in total across the family. Many otherwise-eligible families in UP fall out of EWS on land alone. This is the most common reason for an EWS rejection, so we check your land record (khatauni) before filing and tell you honestly if it won't go through.

The UP Tehsil issues EWS on the basis of an existing income certificate plus the asset declaration. If you don't have a current-year Income certificate, apply for that first as its own application (₹499 including 18% GST), and apply for EWS separately once it is issued. Income and EWS cannot be applied for together in one application.

One financial year. It certifies your status for the year of issue based on the previous year's income and assets. You need a fresh one each year you apply for a job or a seat. Most notifications also insist it be in the prescribed central format (Annexure) and issued before a particular date, so check that before you apply.

Yes. UP issues EWS in the standard Government of India format, signed by the Tehsildar or a higher authority, which is what UPSC, SSC and JoSAA accept. If a specific exam asks for its own annexure, check its notification before you apply.

EWS is mainly about the 10% quota in jobs and seats. A few universities offer EWS fee concessions, and some states run EWS scholarships, but in UP the income-linked scholarships are based on the Income certificate, not EWS. If it's a scholarship you're after, the Income certificate is probably what you need.

Applicant's Aadhaar and photo; parents' Aadhaar; a current Income certificate (if you don't have one, apply for Income first, separately); land record (khatauni) or a 'no land' declaration; property papers or a declaration of residential holdings; residence proof; and the self-declaration covering income and assets. Because EWS is a general-category certificate, some Tehsils also ask for a declaration that no family member holds an SC/ST/OBC certificate.

The Tehsil verifies income and land together: it involves the Lekhpal's land records check, a stricter self-declaration, and often two stages of approval. That's more agent time and follow-up, which is why our fee is ₹999 (including 18% GST) and it usually takes longer than the others. There is no extra government fee beyond the e-District charge.

Every certificate issued through the UP e-District portal carries an Application Number and a Certificate ID, and prints a QR code. Open edistrict.up.gov.in, choose the certificate verification option, enter those two numbers, and the portal shows the issued certificate. Anyone who asks you for the document, whether a college, an employer or a bank, can check it the same way. The EWS Certificate CertiSetu files for you is issued by the department itself, so it verifies exactly like one filed at the counter.

No. The documents listed on this page are what the application asks for, and Family ID is not among them. Family ID (Ek Parivar Ek Pahchan) is a separate Uttar Pradesh household identifier issued at familyid.up.gov.in; if your household already has a ration card, that ration card number serves as your Family ID. Several UP schemes ask for the Family ID and the certificate together, which is why the two get confused.
