What it is

Proof that you are a permanent resident of Uttar Pradesh. It is issued by your Tehsil after the Lekhpal verifies that you actually live at the address on the form, which is why the residence trail matters more than any other document in the set.

Across Uttar Pradesh the same document is asked for as a niwas praman patra, a mool niwas praman patra or a residence certificate. The name changes; the certificate and the Tehsil that issues it do not.

Who can apply

  • Lived in Uttar Pradesh continuously for 3 years or more
  • Born in UP to parents who are permanent residents
  • Married to a permanent resident of UP

What the Tehsil checks

The Lekhpal visits the address on your form, so if you have moved recently, apply with the address where someone can actually find you. The Tehsildar approves the file once that report comes back.

How it works

  1. 1Confirm eligibility

We check your situation against the current departmental rules before you spend time on the form.

  2. 2Upload your documents

Once, from your phone or computer, or pulled straight from DigiLocker.

  3. 3We verify and file

Every field and document is checked, then a field agent files the application with the department.

  4. 4Track to delivery

Live status on every stage, and a verified digital copy by email once the department approves it.

Apply for Domicile Certificate by district

The fee, the documents and the departmental rules are the same everywhere in Uttar Pradesh. Your district only decides which Tehsil verifies the application.

Apply for Domicile Certificate by division

Uttar Pradesh’s 75 districts sit under 18 divisions. Each one lists the districts inside it.

How long a Domicile Certificate takes in Uttar Pradesh

  1. 0–7 days Filed and under review

We file it on the UP e-District portal, with every field checked first so nothing comes back.

  2. 8–15 days Tehsildar verification

A Lekhpal checks your address on the ground, then the Uttar Pradesh Tehsildar signs it.

  3. 15–20 days Certificate issued

The digital copy reaches your account, and the printed one is posted to Uttar Pradesh.

  4. Beyond 20 days Escalated for you

If it stalls, we chase the Tehsil ourselves and tell you exactly what it is waiting on.

Working days, counted from a complete filing. The processing time is the department’s own and is not a delivery commitment.

The most common rejection

Your name has to be spelt the same way on every document. A mismatch between the Aadhaar spelling and the ration card sends back more domicile applications than anything else. The other frequent problem is a three-year residence requirement evidenced with a single recent bill.

Tips for faster approval in Uttar Pradesh

Six things that decide whether a file moves or comes back.

  1. Match every spelling to Aadhaar

The name, the father's name and the address have to read identically on every document you upload. A mismatch between the Aadhaar spelling and the ration card sends more applications back from the Uttar Pradesh Tehsil than any other single reason.

  2. File one address, not two

Whatever address the form carries is the one the Lekhpal verifies in Uttar Pradesh. If your documents show two, file with the one your residence proof carries and leave the other out.

  3. Scan the whole page, in daylight

A photo with a corner cut off or a shadow across the seal is rejected at the document stage, before the file reaches the department at all. JPG, PNG or PDF, up to 2 MB each.

  4. Answer the verification call

The Lekhpal calls the number on the form before the field visit in Uttar Pradesh. An unreachable number is the commonest reason a complete, correct file simply sits still.

  5. Get the Parshad signature first

The form has to be signed and stamped by the ward councillor for your address in Uttar Pradesh. It is one of the few steps that still happens on paper, and it is easier to collect before the file is open than after.

  6. Submit on a working day

The department counts working days. A file submitted on a Friday evening effectively starts on Monday, which is two days of the estimate spent before anyone has opened it.

Common questions about the Domicile Certificate

It is the state's official confirmation that you are a permanent resident of Uttar Pradesh. Any benefit reserved for 'residents of UP' (a state-quota seat, a state government job, a state scholarship) requires it. Aadhaar shows an address; only the Domicile certificate shows residency status.

NEET UG and PG state-quota counselling (85% of UP medical seats are reserved for UP domiciles), engineering counselling through UPTAC/AKTU, UP scholarship portal registration, UPSSSC PET and UPPSC recruitments where UP residents get reservation benefits, UP Police and teacher (TGT/PGT, Shiksha Mitra) recruitments, women's horizontal reservation in UP jobs which is limited to UP domiciles, ration card and voter enrolment in some districts, and property registration where a resident rate applies.

Most UP state schemes: Kanya Sumangala Yojana, Shadi Anudaan, Vishwakarma Shram Samman, Mukhyamantri Abhyudaya free coaching, UP scholarship and fee reimbursement, Bhagya Laxmi, and state pension schemes. Central schemes generally do not need it; they use Aadhaar and income instead.

Anyone who has lived in UP continuously for 3 years or more, anyone born in UP to parents who are permanent residents, and a woman married to a permanent UP resident. Students studying in UP from another state are not eligible on the basis of hostel residence alone.

Through a trail of documents: an older Aadhaar or voter ID at a UP address, school certificates from UP, electricity bills across the years, a rent agreement, or parents' documents if you live with them. You don't need a paper for every year: two or three anchors spread across the period plus a current proof are enough for most Tehsils. The Lekhpal then verifies on the ground.

Yes, if your parents are permanent residents of UP. Attach a parent's Domicile certificate or their long-standing UP documents along with your birth certificate. If your parents also left UP, you would need to qualify on your own residence.

No. But many colleges and recruitment boards ask for one issued within the last 6 months to 3 years, so check the notification you're applying under. If yours is old, a fresh one is quick because your residence trail is already established.

Yes. Continuous residence means in Uttar Pradesh, not at one address. Apply from your current Tehsil and give address proofs for both places; the older one shows the duration, the current one is where verification happens.

Aadhaar (both sides), a passport-size photo, current address proof dated within 3 months (electricity bill, water bill, rent agreement or bank passbook), one or two older proofs establishing 3 years in UP, and the self-declaration we generate. Councillor or Pradhan attestation is arranged by our agent.

There is no fixed time: the department sets the pace, and it varies by Tehsil. Our fee is ₹499, including 18% GST and the e-District charge. If you also need Income or Caste, apply together and upload the shared documents once.

Every certificate issued through the UP e-District portal carries an Application Number and a Certificate ID, and prints a QR code. Open edistrict.up.gov.in, choose the certificate verification option, enter those two numbers, and the portal shows the issued certificate. Anyone who asks you for the document, whether a college, an employer or a bank, can check it the same way. The Domicile Certificate CertiSetu files for you is issued by the department itself, so it verifies exactly like one filed at the counter.

No. The documents listed on this page are what the application asks for, and Family ID is not among them. Family ID (Ek Parivar Ek Pahchan) is a separate Uttar Pradesh household identifier issued at familyid.up.gov.in; if your household already has a ration card, that ration card number serves as your Family ID. Several UP schemes ask for the Family ID and the certificate together, which is why the two get confused.
