DigiLocker delivery for UP certificates: where it stands

DigiLocker is the obvious destination for a certificate you will be asked for repeatedly. What it holds today, and how to keep a verifiable copy of what it does not.

DigiLocker holds issued documents in a form a verifier can check against the issuer, so no photocopy or attestation is needed. UP certificate delivery to it is not universal yet, so keep the signed PDF from the portal rather than a photograph of the printout.

What DigiLocker is for

It stores issued documents in a form a verifier can check against the issuer, which is the part that matters: a document pulled from DigiLocker does not need a photocopy, an attestation or a trip to the counter. Where a certificate is available there, that is the copy to present.

Certificate delivery is not universal yet

Availability depends on the issuing department publishing to DigiLocker for that service, and it varies service by service rather than state by state. Some UP certificates can be fetched; others are issued as a signed PDF from the e-District account and nothing else. Check DigiLocker for the specific certificate rather than assuming either way.

How we handle it today. Once the department approves your certificate we email you a verified digital copy you can download and use. When DigiLocker delivery goes live for a service, it is added to your existing application automatically. You will not need to reapply.

Keep the signed PDF, not a photograph

The signed PDF from the portal carries the digital signature and the verification QR that make it checkable. A photograph or a scan of a printout loses both, and increasingly a verification desk will refuse it. Store the original file somewhere you will still have it in three years.
